 成卓敏, 男，1942年10月生，汉族，浙江宁波人。1965年毕业于浙江农业大学，同年到中国农业科学院植物保护研究所工作至今。中共党员，原中国农业科学院植物保护研究所所长。现任植物病虫害生物学国家重点实验室主任, 中国植物保护学会理事长 。研究员，博士生导师。长期从事小麦病毒病的研究。70年代对我国发生的小麦病毒病进行了全国范围的调查，首先搞清了大麦黄矮病毒粒体形态，对该病毒进行了提纯及血清学研究。80年代对大麦黄矮病毒开展了分子病毒学的研究，制备了病毒cDNA分子探针，对病毒基因组进行了研究。并应用ELISA方法为抗病新品种的创造测定了数万份材料。90年代, 在完成大麦黄矮病毒基因序列分析基础上，合成病毒外壳蛋白基因，人工构建了对大麦黄矮病毒的抗性基因。应用花粉管通道法和基因枪法将大麦黄矮病毒外壳蛋白基因导入小麦栽培品种，获得了一些CP基因可以稳定遗传和抗病性明显的后代，从而首先在世界上获得了抗病毒的转基因小麦植株。被评为1995年"世界十大科技新闻"和"95"全国十大科技成就" 之一。1983年在印度ICRISAT学习半年，1986年和1989年在澳大利亚CSIRO合作研究19个月，1991年受国家科委派遣访问美国七所大学，1997年在德国MPI所高访3个月，1994, 1998, 1999, 2001, 2003年多次出国参加国际会议。发表论文80余篇，编写科技论著5本，获部、院科技进步奖6次。指导培养博士研究生、博士后和硕士研究生计10余名。由于他在抗病毒转基因小麦研究上的贡献，在十五届国际植保科学大会上受到了国际植保科学协会的表彰。
Prof. Cheng Zhuomin is director of State Key Laboratory for Biology of Plant Diseases and Insect Pests. He also is president of China Society of Plant Protection（CSPP）and governing board member of International Association for the Plant Protection Sciences. He has 35 years experience of research on plant virus, virus detection, resistance, molecular biology and plant transformation. He has spent 6 months at ICRISAT in India in 1983 working on peanut viruses, and spent 19 months at CSIRO in Australia in 1986-1989 working on cloning and sequencing BYDV, and screening for BYDV resistance using ELISA. Since 1990, He has been constructing plant expression plasmids, and working on transforming wheat for resistance to BYDV using the pollen tube pathway and microprojectile bombardment. He has published more than 80 articles in various journals. He has got 6 times awards from the Chinese Ministry of Agriculture and Chinese Academy of Agricultural Sciences, and resistance to BYDV transgenic wheat resulted in the award of one of the Top Ten National Scientific and Technological Award by the Chinese State Committee for Science and Technology in 1996. The International Plant Protection Award of Distinction bestowed upon to him for superior achievements in the application of genetic engineering technology for development of transgenic, disease-resistant crops and in providing leadership for the plant protection sciences in China, presented by the governing board of the International Association for the Plant Protection Sciences on the 15th International Plant Protection Congress in Beijing in 2004.
